Last legislative session, the General Assembly considered the controversial Life Sciences Development Act, which would have created a constitutionally problematic State venture into the biotech start –up market, with taxpayers guaranteeing private investment. North Carolina's involuntary annexation scheme does not raise constitutional issues, it raises political issues. The political power, vested in the people by the North Carolina Constitution, must be wielded for annexation reform in the legislature, not the courts.
